Emergency Medical Services (EMS) is a complex, dynamic and evolving area of healthcare in Alberta. EMS responds to over 500,000 events/ year. A centralized dispatch model and utilization of a single electronic patient care record across the province provides a wealth of operational and clinical data. System Performance and Innovation (SPI) is the provincial team responsible for turning this data into information and insight. We have an SAP Business Objects based Business Intelligence environment for EMS data that allows us to quickly develop complex queries and reports. In addition, we utilize a variety of analytical tools and methods including ArcGIS and Tableau to meet our mandate. We have developed data linkages into the AHS data repository for reporting and are working to develop EMS industry leading clinical care measures. The Senior Analyst team works with and interacts with other analytical teams and service areas across AHS. We pride ourselves in providing a positive, results oriented working environment. There is flexibility as to the location of this position within the Province of Alberta (Calgary and Edmonton). At the time of appointment the successful candidate may discuss location options with the hiring manager. All Non-Union Exempt positions are being reviewed for possible inclusion in the AUPE General Support Services bargaining unit. The Senior Analyst reports to a SPI manager and is responsible for developing operational reporting, responding to ad hoc requests from all levels of EMS (and AHS), providing complex data and analytical expertise to projects, research and programs, providing executive-level performance reporting and developing public reporting on EMS’ performance. Also will develop databases, perform complex data queries across multiple datasets and provide sophisticated analytics and measures (creates new data). Develops measures and defines performance indicators and reports; develops, implements and utilize business intelligence (BI) tools. This position is a lead resource for technical elements and specialized industry expertise related to analytics. This position requires an in-depth knowledge of EMS operations and associated EMS data sets. The position must complement this business knowledge with the technical analytical skills and experience to perform the required data querying, analyses and reporting. This will include multiple complex queries on multiple database(s) and linking data from disparate health data sets to support everything from relatively simple and routine reporting to high value-added analyses in support of research, audits, evaluations and EMS outcomes. EMS SPI utilizes a dedicated BI tool (SAP Business Objects) and various other analytical software tools including Tableau, ArcGIS and Oracle. This position must be able to effectively use these tools as EMS works to provide more information to a broader audience in a variety of self-serve and other readily accessible formats. The position leads and contributes to project teams; consults, advises and works with AHS clients, both within and beyond EMS. The position is expected to work independently with minimal supervision.

Required Qualifications:

Minimum required Bachelor’s degree with a strong quantitative focus (e.g., health economics, mathematics, statistics, operations engineering, health sciences, epidemiology, etc.). Master’s degree preferred. Minimum Five (5) years progressive experience in data, analytics, reporting, program evaluation or similar. Excellent analytical skills, problem solving ability and attention to detail. Able to create new datasets and information by aggregating, manipulating and linking data from EMS and other health system datasets. Able to create descriptive statistics with higher-order or compound measures. Education and demonstrated skill in data query and report building using various tools (e.g., SQL, MS Access, Oracle, Tableau). Demonstrated skills using analytical or statistical software such as SPSS. Education and demonstrated skills in developing and using database software and the ability to apply skills and knowledge to new database environments (for example, be able to learn to work with SQL if used to Oracle). Strong working knowledge of computer systems, web-based environments and the entire MS Office suite. Strong track record in establishing and maintaining productive working relationships with internal stakeholders and clients.

Additional Required Qualifications:

Basic knowledge of EMS operations and associated Dispatch and Patient Care data. Strong written and verbal English communication skills. Proven ability to work and make decisions independently. Able to deal with time pressures, uncertainty, shifting priorities and complex work assignments. A pattern of professional development is expected. Equivalencies of education and experience would be considered.
